Background of the Event \ n \ nWith the continuous advancement of technology and the rapid development of cities, the demand for information infrastructure is constantly increasing due to the intelligence, refinement, and efficiency of urban management and governance capabilities. Especially during the construction of national key projects such as the road pole consolidation and improvement project in Shanghai and the digital road construction in Xiongan New Area, smart lamp poles (multi-functional smart poles) have played a crucial role in providing fundamental support. As a result, the design requirements for smart lamp poles in smart cities have reached a new height, new functions, and new integration. To meet the design requirements of the government and the public for information infrastructure and smart lamp posts, this competition aims to design a new type of smart lamp post that integrates multiple functions such as 5G communication base stations, new energy vehicle charging piles, smart security, smart transportation, information release, and public WLAN, and has a unique shape, demonstrating innovation and benefiting urban construction and development. This smart lamp post design competition aims to inspire people's innovative design of urban infrastructure, promote advanced smart lamp post design concepts, create a new trend of urban characteristic aesthetics, and match the new direction of smart city development.
Ii. Introduction to the Competition Organizer \ n \ nNoer Construction Group Co., Ltd. was established in 2011. The company is located in the High-tech Zone of Gaoyou, Jiangsu Province, a famous historical and cultural city in China. It currently has over 200 employees. After more than 10 years of development, the enterprise has now become an integrated service provider of smart city lighting that integrates product design, research and development, production and manufacturing, engineering implementation, and service operation and maintenance. The main business covers smart road lighting, traffic facilities, urban night lighting, municipal public works, etc. The company holds multiple qualifications, including professional contracting for urban and road lighting, lighting engineering design, professional contracting for highway traffic engineering, professional contracting for electronic and intelligent engineering, general contracting for municipal public works construction, and license for installation (repair, testing) of power facilities. Among them, there are over 30 registered constructors, more than 20 intermediate and senior engineers, and over 70 professional and technical personnel.
In 2022, the company invested hundreds of millions of yuan to build production bases for outdoor lighting, beautification, traffic facilities, etc., covering an area of over 60,000 square meters. We have newly installed multiple sets of fully automatic digital laser cutting machines (with power ranging from 3000W to 20,000W), 2000T dual-machine linkage CNC bending machines, high-precision CNC edge folding machines, robot welding machines, and fully automatic lamp post continuous powder coating lines and other production equipment.
With the outstanding innovation ability of the design team, the craftsmanship spirit of the production and manufacturing team, and the efficient project implementation strength of the construction team, the company has won a good reputation among customers and market recognition. The implementation and completion of representative projects include the first and second phases of the smart pole integration project in Xiongan Rongdong Area, the 5G smart street lamp project in Yanshan, Fangshan District, Beijing, the pole integration project in Shanghai Lingang Economic Zone, the smart street lamp project in Yunyang, Chongqing, the smart street lamp project in Wuhan Optics Valley, and the urban cultural and tourism lighting improvement project in Sanyuan County, Shaanxi Province.
Iii. Competition Requirements
The submitted works should fully embody the elements of Smart China. They can revolve around elements such as intelligence, technology, and culture, combined with the characteristics and construction features of the city, to reflect the rich connotations of smart city construction and conform to the broader background of future smart pole applications.
2. The submitted works should fully consider the functionality, practicality, expandability, ornamental value, recognizability, creativity, artistry and image extension of the smart poles.
3. The submitted works must be original creations of the participants. The entries must not be products that have already been put into production or sold in large quantities.
4. The submitted works can select one or more of the following application scenarios for pole type design: urban main (secondary) roads, urban expressways, commercial streets, parks and scenic spots, characteristic cultural and tourism towns, etc. Capable and competent contestants are welcome to design looks for various environments, including but not limited to the above-mentioned ones. Iv. Collection Targets: Outstanding works are collected from domestic enterprises, professional design institutions, the general public, teachers and students of colleges and universities, and third-party organizations such as design enthusiasts across the country.

Vi. Submission of Works
1. The application form (in word format) is attached at the end, and please indicate the author's name, ID number, affiliated organization, and contact mobile phone number, etc.
2. The word count requirement for the work description (in Chinese) is 200 to 300 characters. The work should provide a detailed explanation of its creativity, function and design concept.
3. The submitted works can be presented in the form of multi-dimensional group pictures, with a total of 5 to 10 pictures. The format should be jpg or pdf, and the resolution of the pictures in the works should not be lower than 300idp. The submitted works themselves must not contain any information related to the participants.

Viii. Competition Awards and Prize Money
The competition sets up special prizes, first prizes, second prizes and third prizes. The winning works will receive certificates of honor and corresponding cash prizes.

Ix. Evaluation Method
After the collection activity concludes, the organizing committee of the competition will invite expert judges to conduct the preliminary and final reviews from all the submitted works. Ultimately, the winning works will be selected based on the quality of the entries.
The organizing committee of the competition plans to invite government authorities, professional leaders and expert judges to conduct the review and select the preferred works for the Grand Prize, First Prize, Second prize, third prize and other awards.
3. The results of the design competition will be announced on the official website of Noel Group (www.nejt.cn) and the wechat official account (nejsjt). Certificates of honor and cash prizes will be awarded to the winning units or individuals.
X. Competition Instructions
Entries are free of charge.
Entries must be original and must not infringe upon the copyright, trademark rights or other rights of any third party. Once any relevant violations are discovered, the event organizer will disqualify the submitted works from the competition. Any legal responsibilities arising therefrom and losses caused to the event organizer will be borne by the submitter.
The contributors of the selected works should sign the 'Work Declaration Form' with the event organizing unit. The event organizing unit will be the sole rights holder and legally own the relevant intellectual property rights of the selected works, including copyright and usage rights.
In case of any repetition in the content of the entries, the one received first shall prevail.
All submitted works will not be returned. Please keep your own copies. 6. All winners must submit the source files (vector graphics) of their works to the organizing committee of the competition within three working days after the announcement of the award list. Otherwise, it will be regarded as an automatic waiver of the award, and the organizing committee will select the best candidates for replacement. 7. By participating in this activity, all contributors are deemed to have accepted all the terms of this call for entries. 8. The personal income tax on the prize money for the winning entries of the competition shall be borne by the winners themselves. The organizing committee of the competition is not responsible for withholding or remitting it. 9.
